WASHINGTON, DC – The Federal Communications Commission made its National Broadband Plan public Monday outlining specific recommendations for policy makers over the next decade to ensure all Americans get access to high-speed Internet.
Congress asked the FCC as part of the American Recovery and Reinvestment Act passed in February 2009 to come up with a comprehensive plan to spread affordable broadband access throughout the U.S., with the goal of creating more jobs for Americans, improving health care, and encouraging energy independence. The FCC task force, which has been working on the report for nearly a year, will present its 360-page report to the FCC commissioners on Tuesday and it will present the report to Congress on Wednesday. Well, that was fast. Just last week we speculated that Opera Software would release the final versions of their latest beta Web browsers in time for the CTIA cell phone conference in late March. Instead, Opera released them a week earlier than we predicted. Tuesday morning, Opera turned its Mini 5 beta 2 and Mobile 10 beta into the company’s latest stable versions of its mobile Web browsers.
For those who have been following along, the newly finalized Opera Mobile 10 and Opera Mini 5 hew close to the beta versions. They don’t receive any new features, though there are some fixed bugs and the app now supports more than 100 languages.

IBM is expected to announce Tuesday its plans to go online with its commercial cloud service for software development and testing, allowing enterprise and government clients to access to IBM cloud services.
Testing services are an excellent use-case for cloud services, and a number of start-ups including Sauce Labs and SOASTA have offerings that allow customers to test their applications without having to build a massive test infrastructure.
According to IBM Research, the average enterprise IT department devotes up to 50 percent of its entire technology infrastructure to development and test, with up to 90 percent of the available test infrastructure remaining idle.
IBM also announced that it is working with partners in cloud management, cloud security and software development and, testing support to provide businesses to offer more complete solutions.

AUSTIN, Texas–Twitter CEO Evan Williams took no time in getting to the juicy part of his keynote address at the South by Southwest Interactive Festival on Monday afternoon. He announced the “@Anywhere” platform, a way to pull Twitter links and data onto partner sites and media outlets.
A brief demo of @Anywhere showed off “hovercards” that bring up Twitter information with a mouse-over, let readers or users connect with their Twitter accounts much like Facebook Connect, or explore more specific possibilities, like instantly following a newspaper columnist’s Twitter account by clicking on his or her byline.

Dell has accused five Asian firms that make liquid crystal display panels of illegally colluding on prices.
The world’s third largest PC maker filed a complaint against Hitachi, Sharp, Toshiba, HannStar, and Seiko in U.S. District Court in San Francisco on Friday, according to a Reuters report. Damages sought by Dell have not yet been determined.
Dell is only the latest major buyer of LCD panels to allege price-fixing by several of the industry’s largest suppliers. In October, AT&T, which purchases LCD panels for its cell phones, accused LG, Samsung, and AU Optronics of price fixing, and in December Nokia filed suit claiming the same thing.

an unusual move, Canon released a firmware upgrade for its high-end EOS 5D Mark II camera that substantially expands its video capability nearly a year and a half after the SLR was released.
Customers of the $2,500 camera had sought more flexibility in the 1080p video frame rates to better match their medium of production. The camera initially only supported 30 frames per second, but the firmware 2.0.3 update changes that to 29.97fps “to comply with TV production standards,” adds a 23.976fps option for those in the cinema world, and for those who set the camera to use the European PAL video standard, there’s also a 25fps option. (As is common, the terminology on the camera itself is rounded up to 30fps and 24fps.)

To create a more efficient light, you need to make it more like a computer, says Digital Lumens.
The LED lighting start-up disclosed on Tuesday details on its product, which it says dramatically reduces lighting costs. Tests with its first 16 industrial customers in warehouse-like spaces have cut costs by 90 percent over HID lights.
The Digital Lumens system creates a mesh network of fixtures which can be managed by software. Each lighting fixture is equipped with an on-board computer, Zigbee wireless networking chip, and sensors for detecting light levels and when a person enters a room.

GigaPan Systems will release a robotic camera accessory that’s best aligned with its market of panorama enthusiasts: those who use digital SLRs.
The earlier GigaPan products, the $350 Epic and $450 Epic 100, were for compact cameras. The new GigaPan Epic Pro will accommodate larger SLR cameras, the company said Monday. It’s due to ship in April for $895.
GigaPan’s devices are motorized camera mounts that automate the process of precisely orientating the camera across an array of positions so the resulting photos can be stitched together into a single, very large shot. A good example of the idea is 26-gigapixel view of Paris, one of a new breed of immersive views of the world.

LAS VEGAS–Last year, when Microsoft researcher Bill Buxton was looking for examples of good design work at Microsoft, he had to look to the edges of Redmond.
As examples of good product design. Buxton pointed to things like Microsoft Hardware’s Arc Mouse. A year later, he said, he need look no further than core Microsoft products like the new Windows Phone software or the way that Windows, the Xbox, and phones are all working together.
Buxton said it’s ever more important that devices play nice with one another given that more and more of them are trying to occupy the consumer’s realm. For instance, he said, people will want to connect their phones to nearby displays and input devices. Such ad hoc connections, though, require a means of trust that just isn’t present today.
